Additional information	Both lift station pumps are not operating, in order to discharge water out into ditch. Red light is on at power control box located at curb nearby. I opened control box to investigate and found tripped breaker. I tried to reset breaker, and it trips immediately. OWS and lift station sump are full of standing water.
